Permanent eyeliner skills that clients trust
Eyeliner is a popular permanent makeup service and one of the most delicate. Working close to the lash line takes steady hands, careful stretching and real attention to client comfort. This section covers what the five-day course at Elite Permanent Makeup and Cosmetology College builds, who it suits, what to expect and how liner fits a growing practice.
Stretching Near the Lashes
You will learn how to hold and stretch eyelid skin safely so pigment goes exactly where intended. Controlled stretching keeps lines even and protects the eye, and it is the skill instructors watch most closely.
Designing Flattering Liner
Students practice adapting thickness and wing to each eye shape, including hooded lids and mature skin. The goal is a liner that flatters the client's open-eye view, not just the closed lid on the table.
Who This Course Suits
It fits brow and lip artists ready to round out their menu, makeup artists who already draw liner every day and careful beginners. Clients trust eye work to calm, unhurried artists, so temperament matters.
Five Days, Steady Progress
The longer format leaves room for repetition. Expect early days on design and machine control over practice skin, later days on live work with an instructor close by, and time to revisit anything that feels shaky.
Consulting Before Eye Work
You will learn which questions to ask about contact lenses, eye surgery, sensitivity and lash serums, and when to postpone or refer a client to an eye doctor. Clear screening protects both the client and the artist.
Pricing Liner Services
At Elite's own salon, permanent eyeliner runs $350 to $700 depending on the artist level, and a subtler lash line enhancement is $200 to $400. Those ranges are a useful starting point for your own price list.

Before you register
What are the requirements before taking the course?
You will need to complete an online Blood Borne Pathogen Training for Los Angeles County. You will need to be certified by the Los Angeles Health Department as a Body Art Practitioner in order to legally work on a model.
We can register you with the health department for an additional charge of $100, just make sure to email us your blood-borne certificate prior to attending the training.
Will I work on a model?
Yes! We provide you with one live model which you will work on with an instructor.
Will I receive a kit?
Yes, you will get kit that includes pigment, needles and accessories.
What if I am coming from out of state?
Not to worry, we have years of experience training students from all over the world. If you are coming from out of state, you will need to be registered as a body art practitioner in Los Angeles in order to work on the model provided in the course.
In addition, when returning home, you will need to get registered in your local county as a body art practitioner in order to legally work on your clients.
What does California require before I tattoo eyeliner on clients?
Permanent eyeliner counts as permanent cosmetics, which California's Safe Body Art Act treats as body art. You must be at least 18, register with the health department in the county where you work, complete bloodborne pathogens training, and renew both every year. Each client must also sign an informed consent form and receive written aftercare instructions.
How should I practice after the course?
Draw liner shapes on practice skin daily, paying special attention to symmetry between both eyes. When you move to models, start with a thin lash line enhancement before attempting wings, and review healed results at the perfecting visit before adding thickness.
Which courses pair well with eyeliner?
Semi-Permanent Eyeshadow, a three-day course that requires Powder/Ombré training, extends your eye menu. Eyelash Extensions suits licensed cosmetologists and estheticians, and Lip Blushing or Powder Brows complete a full-face permanent makeup offering.
How do I pay?
You must leave a deposit of $250 in order to save your seat for your desired training date. You can also pay for the course in full or finance it with split payments. If you are not financing the course, the full balance will be due on the first day of class.
Can I pay with credit/debit card?
Yes, you can pay with card although there will be a slight fee to cover the processing. If you wish to avoid this small fee, you can pay the deposit ($250) and pay the balance on the first day of class in cash, check, or money order.
