The Workforce Innovation and Opportunity Act (WIOA) is a federal law that funds career training for people who need it most — including laid-off workers, low-income adults, and those returning to the workforce.[1]
Through WIOA, your local America's Job Center (One-Stop) can issue you an Individual Training Account (ITA) — a government-authorized training voucher. You then choose from schools on the state's Eligible Training Provider List (ETPL), and your ITA pays the tuition directly to the school.[2]
You don't repay the money. It's not a loan. WIOA is a federal investment in your career — and Elite PMU and Elite Cosmetology College are both on California's ETPL to receive it.[3]

Find a WIOA-funded Job Center near you at careeronestop.org. Bring your ID, Social Security card, and documentation of income or employment status.[7]
A career specialist reviews your work history, income, and goals to determine if you qualify for a WIOA Individual Training Account.[4]
Search CalJobs.ca.gov for Elite PMU or Elite Cosmetology College to confirm we appear on the Eligible Training Provider List. Share this with your counselor.[3]
Your counselor issues an Individual Training Account authorization. Bring it to Elite PMU admissions and begin your program — with tuition handled directly between the school and your Job Center.[2]
