California's Department of Rehabilitation funds vocational training for individuals with disabilities — PMU and cosmetology are approved career paths.
The California Department of Rehabilitation (DOR) provides Vocational Rehabilitation (VR) services to individuals whose physical or mental disabilities create a substantial barrier to finding or keeping employment.[1]
Unlike loans or grants, VR services are provided as part of your Individualized Plan for Employment (IPE) — a personalized roadmap developed with your assigned DOR counselor, outlining what the program will fund and how they'll support your path to work.[2]
Cosmetology is specifically included as an approved vocational goal in the California DOR Rehabilitation Administrative Manual (RAM), Chapter 12 — making Elite PMU and Elite Cosmetology College strong choices for VR-funded training.[3]
You don't repay any of the funding. DOR Vocational Rehabilitation is a state-funded service — not a loan.[1]
Your tuition, tools, state board exam, and transportation — all of it can be covered by your DOR wocational rehabilitation plan.

DOR VR serves California residents who have a disability that creates a significant barrier to entering or maintaining employment. Eligibility is determined by a DOR counselor — no cost to apply.[4]

Diagnoses such as depression, anxiety, PTSD, bipolar disorder, or schizophrenia that create employment barriers.[4]
Documented learning disabilities including dyslexia, ADHD, or other conditions affecting educational and career achievement.[4]
Vision or hearing loss, traumatic brain injury, autism spectrum disorder, or other sensory and neurological conditions.[4]
DOR eligibility is broad. Many conditions qualify that people don't expect. A free pre-application consultation with a DOR counselor can clarify your status with no commitment required.[1]
DOR Vocational Rehabilitation is one of the most comprehensive funding sources available. Your Individualized Plan for Employment can authorize payment for a wide range of training and career-related expenses.[2]
Apply online at dor.ca.gov/apply or visit your nearest DOR district office. The application is free and available in multiple languages.[6]
A vocational rehabilitation counselor is assigned to your case. You'll discuss your disability, your employment goals, and what services you may need to achieve them.[2]
Together with your counselor, you'll build an IPE — your official VR plan that lists your vocational goal (cosmetology), the school you'll attend, and the specific services and funding DOR will provide.[2]
Once your IPE is approved, contact Elite PMU or Elite Cosmetology College admissions with your DOR authorization. DOR pays the school directly for your approved expenses.[5]
DOR also supports job placement after you graduate. Your counselor can continue working with you until you achieve stable employment in your new career.[1]
