America's Job Centers of California (AJCC) — funded under the Workforce Innovation and Opportunity Act (WIOA) — are operated locally by the South Bay Workforce Investment Board (SBWIB).[1]
These centers serve residents of Hawthorne, Gardena, Inglewood, Carson, Torrance, and surrounding communities in Los Angeles County's South Bay region.[2]
When you visit, a career specialist reviews your background and goals, determines your WIOA eligibility, and — if you qualify — can authorize a WIOA Individual Training Account (ITA) that covers your tuition at an ETPL-listed school like Elite PMU or Elite Cosmetology College.[3]
Every service at a South Bay America's Job Center is completely free of charge.[1]
At the South Bay One Stop, a counselor can authorize your WIOA training funds in a single visit — at no cost to you, ever.
All core services at America's Job Centers are free under WIOA Title I. You don't repay the training funding — it's a workforce investment, not a loan.[1]
WIOA Title I mandates that all core services at America's Job Centers be provided free of charge to eligible adults and dislocated workers.[4]

Basic career services at the One Stop are open to anyone. To receive a WIOA Individual Training Account for paid training, you must meet at least one of the following criteria:[5]
Laid off, facing layoff, or displaced due to business closure — through no fault of your own.[5]
Household income at or below WIOA eligibility guidelines for Los Angeles County.[5]
Receiving CalWORKs, TANF, food assistance, Medi-Cal, or other qualifying public benefits.[5]
Unemployed for an extended period with limited prospects of returning to your previous occupation.[5]

Most centers begin with a short orientation explaining available services and how WIOA training funding works — so you know exactly what to expect.[1]
A career specialist reviews your background, skills, and goals. Bring an ID, Social Security card, and proof of income or employment history.[4]
If approved, your counselor issues a WIOA Individual Training Account. Bring the authorization to Elite PMU or Elite Cosmetology College and begin your program with tuition already covered.[3]
